We got our visa from the Laotian embassy in Germany. After an enquiry via telephone, the embassy faxed us the application form. The visa costs 100 DM (about $50). You have to send your passport to the embassy via registered mail. Be sure to enclose a S.A.E with enough money for German postage (about 19 DM). All in all it took 5 weeks to get the visa.
